  • Three Killed in Ukraine as Diplomats Meet
Three Killed in Ukraine as Diplomats Meet   Ukrainian security forces killed three separatists in eastern Ukraine in a firefight that left thirteen wounded and sixty-three captured. The incident has shed the most blood yet ten days into a standoff with pro-Russian separatists that has highlighted the challenges the security forces will face in reasserting authority there (NYT). Ukraine's financial situation is also testing the government's legitimacy: an International Monetary Fund bailout seeks to root out corruption and waste, but residents are bracing for short-term economic pain (WaPo). Thursday's clashes came as Ukrainian, Russian, and Western diplomats arrived in Geneva in a bid to defuse tensions. Additional sanctions are expected if…

Tensions Rise in Ukraine's East Ahead of Talks   The Ukrainian government continued its campaign to restore its authority in the country's east while avoiding bloodshed as armed pro-Russian separatists continued to defy the military, raising tensions on the ground the day before talks on the country's future are set to begin in Geneva (Reuters). As both sides made shows of force, some Ukrainian troops were reported to have defected to the separatist side, another setback for the government as Russian president Vladimir Putin warned that Ukraine was on the verge of a civil war (WaPo). Meanwhile, NATO secretary-general Anders Fogh Rasmussen announced the Western alliance will reinforce its military presence…

Worst Climate Change Scenarios Can Be Averted, Panel Says   The worst consequences of global climate change can be averted, but only if governments act quickly and aggressively, the Intergovernmental Panel on Climate Change said in a new report, released in Berlin on Sunday (WSJ). The UN-sponsored body emphasized that action to contain warming to 2 degrees Celsius over preindustrial levels would have "modest" costs to the economy, and new technologies have made efforts more affordable (AP). This is the third of four IPCC reports in the periodic review; previous installments said human activities caused warming and that warming's effects were already destabilizing human society (NYT). A global treaty is supposed to be completed…
